I don't usually use the wifi on my Touch, will GeeTasks sync using the usb cable only?

I should clarify actually, my computer is online via ethernet, and my iPod is Offline, will the sync work with the usb cable?

It won't work over USB, you'd need WiFi onthe iPod.

Basically, if you can use Safari on the iPod to browse the web you can use GeeTasks, and if you can't then GeeTasks won't work either. Try GeeTasksLite - it's free and gives you pretty good idea of what will work and what won't.
